Foster-Powell neighborhood is located in Southeast Portland in the Willamette River and Johnson Creek watersheds. The neighborhood is a central transportation hub for East Portland, and is bounded by three major roads: SE Powell Blvd., SE Foster Rd., and 82nd Ave, all of which support commercial and retail businesses, though a significant portion of the neighborhood is still residential. The trolley ran through the neighborhood in the early 20th century, and some of the infrastructure from this era still exists. Foster-Powell has three parks: Kern, Essex, and Laurelwood. It is a part of the Southeast Uplift Neighborhood Program Coalition .
